About NCO

The National Cinema Office of Syldavia (Zërn Kïnoamt Syldavë) is the official government body responsible for coordinating, regulating, and developing the film sector across the Kingdom.

The National Cinema Office of Syldavia (Zërn Kïnoamt Syldavë) is the official government body responsible for coordinating, regulating, and developing the film sector across the Kingdom.

Established by Royal Decree 247/III in 1934, under the reign of King Muskar XII, the Office operates under the authority of the Ministry of Culture and National Heritage. It serves as the central body for the implementation of public cinema policy in Syldavia.

Mandate and Responsibilities

The National Cinema Office is tasked with building a sustainable, accessible, and diverse film industry, covering the entire value chain from training to distribution.

Its mandate includes:

  • Supporting Syldavian filmmakers, producers, and talents through production grants, co-production agreements, development schemes, and training programmes
  • Managing the sector's regulatory framework, including film classification, exhibition permits, and broadcast obligations
  • Preserving the national film archive and the Kingdom's cinematic heritage, in partnership with the Royal Cinematheque in Klow
  • Publishing official programming and exhibition data as a public information service
  • Providing institutional oversight of the Klow International Film Festival (KIFF)
  • Collecting, analysing, and publishing statistics on attendance, production, and distribution
  • Implementing incentive schemes to encourage filming in Syldavia, promote territorial attractiveness, and foster cooperation with the tourism sector

Exhibition Network and Public Access

The Kingdom's exhibition landscape spans eight cities, from the Royal Cinematheque in Klow to neighbourhood cinemas in Sprodj and Vrajska. Each venue sets its own programming independently, in response to local audience expectations.

The Office supports this network by centralising showtime data, administering screen quotas for domestic productions, and providing targeted subsidies to theatres in less densely populated areas.

Ensuring access to cinema across the entire territory is a central objective of public policy.

National Platforms and International Distribution

The National Cinema Office works in partnership with private distribution and exhibition operators, through conventions, licences, and public support mechanisms.

In this capacity, the Office collaborates with Pelflix, a private film distribution company benefiting from public participation and partnerships. Pelflix contributes to the circulation of Syldavian works, their international exposure, and the development of new distribution models, within the national regulatory framework.

Governance

The National Cinema Office operates under the authority of the Ministry of Culture and National Heritage.

It is led by a Director, currently Mirjana Frouchelszka, who is responsible for implementing ministerial directives and managing the Office's day-to-day operations.

An advisory board, composed of representatives from cultural institutions, the professional sector, and civil society, contributes to the development of strategic orientations and the evaluation of public cinema policy.
